Abstract:
\[Purpose/Significance\] China has introduced a series of policies on library readers’ rights protection, the analysis of which is expected to promote the protection of library readers’ rights and interests in China. \[Design/Methodology\] According to some standards, thirty copies of policy texts related to libraries in China were selected. Based on the types of policy instruments and the content of readers’ rights and interests, quantitative analysis is conducted on the policy texts by using the Nvivo and the content analysis method. \[Findings/Conclusion\] Supply-oriented policies account for a large proportion; demand-oriented policies are seriously inadequate; there is little cooperation between/among departments; operability of policy is weak. Countermeasures have also been proposed: optimizing and coordinating the whole structure of policy instruments balancing the unstruments of policy in the readers’ content system; developing a network system for policy of readers’ rights and intersts and establishing a departmental synergy mechanism; improving the operability of policy instruments and enhancing librarians’ service awareness. \[Originality/Value\] A two-dimensional theoretical framework is constructed, based on which the paper analyzes the internal relationships of the library readers’ rights and interests protection policies and put forward relevant suggestions.
