Abstract:

It is a crucial task for service innovation of public information institutions in ethnic minorities regions to eliminate the communication barriers dues from languages by application of technological and management methods synthetically. Based on views from systematical thinking and manage practice, guided by the theory of diversity and integrity of China as well as the information commons which scholars of library science have explored for years, the conception of information commons in ethnic languages of China (IC-ELS) which reflects the specialties of information resources management in ethnic minority regions of China is suggested. Then, the contents, characters, architecture as well as construction strategies of IC-ELS are analyzed and discussed. IC-ELS can be applied into the governmental information centers, libraries, archives, museums and cultural centers, its construction can foster the communication and unity of ethnic groups of China.
