“互联网+”背景下农村信息服务模式创新与效果评价

Rural Information Services Mode Innovation and Service Effective Evaluation under the “Internet connect” in China

摘要:

为深入挖掘“互联网+”背景下我国农村信息服务的主要创新模式及其服务效果,本文在梳理评价国内外关于农村信息服务模式研究进展基础上,提出了互联网环境下的几种农村信息服务创新模式的内涵、特点及典型应用案例,进一步地结合信息技术服务质量评价标准体系,基于信息服务环节及主要领域,本文搭建了包含农业生产服务质量、居民生活服务质量、生态休闲服务质量及科技示范质量等四方面在内的农村信息服务效果评价指标体系,并以北京为例采用综合指数合成法进行了定量评价。研究表明,目前,“互联网+”背景下北京地区形成了以基于云服务、基于大数据、综合信息服务平台、农村电商O2O、SNS等几类农村信息服务创新模式,农村信息综合服务效果综合水平达到0.64,位于较高水平。针对当前农村地区信息流动不畅、缺乏时效性和针对性等问题,本文最后从发挥大数据价值、探索农村信息服务模式、培养农民信息素养等方面提出了相关对策建议。

Abstract:

In purpose of digging deep into the main rural information service (RIS) mode and its service effective under the background of “Internet +”, this paper proposed the connotation and characteristic of some kinds of RIS mode innovation and their typical application. Further, this paper built an evaluation index system of RIS effective base on the ICT SERVQUAL model, and then took Beijing as an example, this paper assessed the service effectives through four aspects such as agricultural production service, residents living service, ecological leisure services and scientific and technological demonstration using composite synthesis method. Conclusions showed that cloud service, big data service, integration information service platform and rural area ecommerce O2O, rural SNS, etc. are the main innovation mode of RIS. It also showed that the general service level of RIS in Beijing reached at 0.64. Counting existing problems such as information asymmetry, information flow without pertinence and effectiveness, some suggestions, like mine the valuable information from big data, explore various RIS mode, and cultivate farmers’ information literacy, were put forward finally.
