Abstract: ［Purpose/Significance］Promoting the construction of public cultural cloud through service evaluation is an inevitable requirement for Chinese public digital cultural service when entering a hard period.［Design/Methodology］With the use of content analysis, keywords were extracted from the documents of public digital cultural policies in China.With reference to the existing studies, an evaluation index of public cultural cloud service has been developed. Through expert investigation and analytic hierarchy process, the evaluation index has been filtered and weighted. Usability of the indicators has been verified with actual measurement, and the problems of the evaluation indicators and testing objects have been discussed.［Findings/Conclusion］The index system includes 5 first-level indicators, 12 second-level indicators and 41 third-level indicators. And the testing objects perform well in terms of service platform and service resource, while there are several problems in service function, service effect and service management. ［Originality/Value］The evaluation index system has been developed according to the principles of systematization, standardization and guidance. The evaluation results could provide reference for improving the ability and level of public cultural cloud service.
