摘要: [目的/意义]在日益复杂而多变的社会中,将人工智能技术应用于疫情信息管理,对于提升疫情防控能力和保障社会安全具有重要意义。[研究设计/方法]探讨新形势下疫情信息管理面临的挑战以及人工智能带来的信息管理变革,运用信息管理、应急管理等理论,并结合国内外案例,分析人工智能在疫情信息管理中的作用。[结论/发现] 人工智能技术在疫情信息管理中有巨大应用潜能,但也面临着数据、算法和信息安全等障碍,政府需要促进数据共享、推动多元机构合作、完善疫情防控法规。[创新/价值]对于人工智能在疫情信息管理中的作用进行了系统梳理,可为疫情防控及其它公共突发事件中的信息管理创新提供借鉴。

Abstract: [Purpose/Significance]In an increasingly complex and changeable society, it is very important and necessary to apply artificial intelligence technology to epidemic information management for improving the ability of epidemic prevention and control and ensuring social security.[Design/Methodology]This paper discussed the challenges of epidemic information management in the new situation and the changes in information management aroused by artificial intelligence. It also analyzed the role of artificial intelligence in epidemic information management based on the theories of information management and emergence management. Moreover, domestic and foreign cases were also taken into consideration.[Findings/Conclusion]In conclusion, AI technology has great potential applications in epidemic information management, which also encounters obstacles including big data, algorithm and data security. Therefore, this paper suggests that the government needs to promote data sharing and research cooperation among agencies and improve regulations associated with epidemic prevention and control.[Originality/Value]The role of artificial intelligence in epidemic information management is systematically analyzed in this paper, which will help to stimulate innovation of information management in epidemic control and other social emergency management.
