摘要: 文章探讨了应急管理数据要素乘数效应机理及其激活路径。首先阐释了数据要素的关键特征及其应急管理意涵,而后从DIKW(数据-信息-知识-智慧)模型、应急管理活动以及数据要素与其他要素间的互动融合三方面论述了应急管理数据要素乘数效应的作用机理,最后提出了场景牵引、数商推进、技术创新和上下分化等应急管理中数据要素乘数效应的激活路径。

Abstract: This article examines the mechanism of multiplier effect of data elements in emergency management and its activation pathway.We initially delineate the key features of data elements and their implications for emergency management. Subsequently, we delve into the mechanism of the multiplier effect, considering the DIKW(Data-Information-Knowledge-Wisdom)model, emergency management activities, and the interaction and integration of data elements with other components. Finally, we put forth potential paths for activating the multiplier effect, including scenario pulling, digital enterprise driving, technological innovation, and up-and-down differentiation.
