如何拉近档案馆与公众的距离——解读西方公共档案馆公众教育职能的演变

How to Narrow the Distance between Archives and Citizens:Outline the Evolution of Public Education Function of Public Archives in the Western Archival Community

摘要:

本文从历史视角梳理自法国大革命以来西方档案馆公众教育服务的演变历程。通过考察欧洲、北美以及澳大利亚等国的档案馆公众教育活动简史,我们发现三个重要的历史节点:①18世纪末欧洲档案馆公众教育活动的缘起;②20世纪50年代前后档案馆公众教育服务职业理念的确立;③20世纪90年代以来档案馆公众教育服务体系的数字化重构。西方社会对于档案文化价值的发现、论证及达成广泛共识,始终是拉近档案馆与公众距离的原动力,而政治、经济、文化等外部因素与档案职业内部职能的演变交互作用,使得档案馆与公众的距离越来越近。西方档案馆公众教育服务演变的过程,体现了西方近现代档案事业由“国家模式”转向“社会模式”以及由此导致的档案馆文化功能由“组织文化”向“社会文化”转型的内在变化。

Abstract:

In this article it will tempted to outline the development of archival public education services in the western archival community from the historical perspective since the French Revolution. On the investigation of the brief history of public education activities in the Europe, North America and Australia, the authors discover there are three key historical junctions: ①the origin of public education ideology of French National Archives in the late 18th century; ②establishment of professional identity about the public education of Public Archives in the 1950s; ③digital reconstruction of the public education system of Public Archives since 1990s. Furthermore, the value of archives as cultural heritage has been acknowledged and gradually reached broad consensus by the western developed countries, which has always been the driving force behind bridging the gap between the Archives and public users. The evolution of public education function of Public Archives in the western world, which will be stimulated by the political, economic and cultural factors outside the archival community, has reflected the modern archival profession shifting from “National Model” under the organizational culture to the “Social Model” under the social culture.
