Abstract:

The construction of the accountability system of public library has its theoretical basis, and it is also an objective demand for the improvement of public library governance capability.In the framework of the construction of the accountability of the public library, the public library must first based on the accountability subject, object, scope and procedures,clear“whom accountability,”“ask whose responsibility,”“ask what kind of responsibility”and“how to accountability”and other basic elements. At present, public library’s related legal system construction is lagging behind, public library should focus on the construction of good overall coverage mechanism relating to accountability, multiparticipation mechanism, open and transparent mechanism and cultural guide mechanism,in order to promote accountability of public libraries will continue to perfect.
