Library Publishing: New Field, New Competence, New Challenge

摘要:

图书馆出版受到国外学术图书馆界的广泛关注,国内图书馆界对此研究也越来越深入。图书馆开展出版服务在用户需求、功能定位、业务体系、能力建设、技术平台方面具有一定的基础。图书馆围绕学术期刊、学术著作、会议论文等多类型出版物提供灵活的出版附加服务,如元数据处理、数字化服务、版权咨询、编辑加工服务等。通过建立机构知识库、资助OA期刊论文发表、支持OA期刊出版等开放出版形式,推动图书馆出版向深层次发展。图书馆出版的特点和优势促进了图书馆在出版领域的业务拓展,形成图书馆面向出版的内容获取能力、出版增值能力、出版传播能力、资金筹集能力等新能力。在新型学术交流体系建设和转型中,图书馆需要加快打造数字出版者的角色,重视技术创新对图书馆发展的作用,适应学术出版领域的一系列变革,为未来的发展做出积极的准备。

Abstract:

Library publishing has been a hot topic in foreign academic libraries, while the study of library publishing is becoming deeper and deeper in China. In fact, there are some foundations for libraries to conduct publishing service, including users' need, function orientation, service system, competence development, and relative technics. Moreover, libraries provide flexible and additional publishing services, such as metadata processing, digital services, copyright consulting, editing and processing services for different types of publications, such as academic journals, academic works, proceedings and so on. Library publishing has been promoted by establishing institutional repository, funding and supporting the publication of OA journals. The characteristics and advantages of library publishing could help the expansion of libraries’ business in publishing, and then help libraries obtain new competence of publishing content acquisition, valueadded publishing, publishing communication and capital raising. Druing the construction and transformation of new academic communication system, libraries need to play the role of digital publishers, recognize the importance of technological innovation to libraries, adapt to the changes in academic publishing in order to prepare for the future.
