Abstract: ［Purpose/Significance］This paper aims to discover the problems in existing research and to provide directions for future research through literature research on government data governance and data use capability. ［Design/Methodology］Oriented to the national strategic needs and guided by the key issues in research on government data governance and data use capability, the representative studies were reviewed and a comparison between China and foreign countries was made in four aspects, including government data legal governance and data availability capability, government data provenance governance and data usefulness capability, government data accuracy governance and capability for data effective use, government data sustainable governance and capability for data secure use.［Findings/Conclusion］Through comparative analysis, it is found that the existing domestic studies focus on the operational layer, while the foreign studies focus on the strategic layer. Moreover, systematic research suggestions have been proposed from the national level, which include government data legal governance-data availability capability building, government data provenance governance-data usefulness capability building, government data accuracy governance-capability building for data effective use and government data sustainable governance-capability building for data secure use.［Originality/Value］The proposed systemic research initiative on government data governance and data use capability provides a new direction for research on the modernization of national governance system and governance capability with data empowerment during the "14th Five-Year Plan" period.
