Abstract:

This article focuses on what is the institution of library, the institution enforcement of library, the execution institution of library. The results indicate: the institution of library is a unity of rules and values. The institution enforcement of library is defined as the totality of a variety of actions and the complexly dynamic process in which the performer transforms the content of institution and the essence of spirit into actions, using a variety of resources and methods based on institution and the reality of library. The execution institution of library is defined as the totality of inherent power in institution itself, enforcement power of performer and effectiveness of enforcement (including institutional norms to guide and liberate human strength; ability, methods; effect of enforcement, degree of enforcement, etc.).The elements of the execution institution of library are the subject, object, environment of institution, the purpose and means of enforcement. There are both relationships and differences between the institution enforcement of library and the execution institution of library, the execution institution of library, the enforcement power of library and the policy enforcement of library as well.
