Abstract: [Purpose/Significance] This paper studies the basic theoretical issues and practical explorations of inclusive non-basic public cultural services, aiming to promote the development of inclusive non-basic public cultural services in China and meet the diverse, multi-level and multi-faceted spiritual and cultural needs of the people. [Design/Methodology] On the basis of sorting out the main progress of the socialized development of public culture in China, this paper proposes the meaning, principles, significance and problems of inclusive non-basic public cultural services, analyzes the practice in Beijing and Shanghai and finally points out several concepts that should be clarified in the development of inclusive non-basic public cultural services during the 14th Five-Year Plan period. [Findings/Conclusion] Inclusive non-basic public cultural services are public cultural services provided by the government through supporting public cultural institutions or market entities in order to meet the diverse, multi-level and multi-faceted cultural needs of the people when the market’s cultural products are spontaneously insufficiently supplied.To build a culturally powerful country and improve the public cultural service system, it is necessary to continuously promote the socialized development of public cultural services, and creating a new situation of inclusive non-basic public cultural services is one of the important works. [Originality/Value] This paper clarifies the basic concept of inclusive non-basic public cultural services, and proposes development strategies for inclusive non-basic public cultural services.
