Abstract: [Purpose/Significance] This work intends to systematically sort out the implementation status of China's rural revitalization policies and analyze the similarities and differences between the central and local implementation strategies ,which is helpful to better understand the internal mechanism and external motivation of China's rural revitalization policy changes, and provide reference for the adjustment of national and local government policy implementation strategies and the introduction of new policies. [Design/Methodology] Based on the official websites of Rural Revitalization Bureau and other government departments and a database named "Fabao of Peking University ",we determined 911 samples of policy documents and adopted the methods of qualitative analysis and policy documents bibliometrics .Arural revitalization policy analysis was carried out from three dimensions, including policy theme, inter-governmental relationship and diffusion situation. [Findings/Conclusion] The findings indicate that China's rural revitalization policy has entered the stage of improvement and adjustment and it needs to be further supplemented and enriched the content of the construction of spiritual civilization.The policy issuing institutions have formed a network ,in which the Ministry of Finance, Ministry of Agriculture and Rural Affairs, Provincial Finance Department, Department of Agriculture and Rural Affairs are as the core. The administrative influence of the policies is closely related to the administrative level of the policy subjects. The diffusion scope of important policies is greatly affected by the attention of the CPC Central Committee, and the diffusion speed of policies is greatly affected by the year when the policies are issued. [Originality/Value] Based on the systematic and dynamic research perspective, this study conducts an in-depth analysis of China's rural revitalization policy, and the relevant conclusions can provide reference for subsequent policy formulation.
