Abstract:

Right Restriction System in Copyright Law provides the theory and policy support for the citizen's basic cultural rights and interests safeguard and information fairness. New technologies, such as tripleplay and broadband applications, provide the convenience for remote transmission of knowledge and information. As public welfare culture dissemination agencies, when providing network services for ethnic minority readers, on the basis of the existing legislation and practice cases, public libraries can do indepth exploration, utilize the favor of policy system, explore new service items in courage, and in finally they can play a bigger role in providing equal information services.
