Abstract:

The construction of modern library has made remarkable achievements during the “golden age” from 1927 to 1937. Outstanding performances reflected in the venue construction, service activities and management system. These had venues facilities, fully functional and perfect service, of which the library was the center of learning exchanges. As the “public cultural space”, it was not only a public learning “space field”, but also a public tool which the National Government educated people and spread the concept of public ideas. “Social public education” was the core content, and inspire people’s wisdom, cultivate the people, train the new era of “new people” were the mission. The establishment and development of public cultural places for urban development and people’s cultural life are typical significance.
