The Analysis of China’s Government Purchasing Public Information Service from Social Groups: A Survey Based on the Policy Documents of the “Guideline” and “Guidance Catalog”

Abstract:

The government’s purchasing public services from social groups is an important measure to accelerate the transformation of government functions and build a serviceoriented government. Through purchasing public information services, government could broaden the channels of information service supply, save the cost of information services, and improve the efficiency and quality of information services. Network survey method is adopted in this paper. Through collecting policy documents, the paper aggregates and analyzes the category, overall characteristics and differences of government’s purchasing public information services in China, and summarizes the drawbacks of China government’s purchasing public information services: information disclosure is not enough, guidance catalog is nonstandard, performance evaluation is incomplete, and the undertaking groups are independent. The analysis will promote the development of China’s government purchasing public information services.
