Abstract: This paper discusses the development process, current status and the influence of the transition to Open Access (OA) publishing from the perspectives of scientometics, scientific policy management and business publishing. It has been found that the number of OA journals is increasing annually, but its overall share is still low. “Plan S” which initiated in Europe will significantly promote the transition. At the same time, article processing charge (APC) still remains a challenge to the Open Access (OA) pattern. Moreover, ownership of journals will receive continuous attention from the academia in the future.
