The Composition and Connotation of Farmers’ Digital Literacy Framework Under the Background of Digital Rural Construction

Abstract: [Purpose/Significance] Based on the digital needs of farmers, it is of great significance to clarify the composition and connotation of farmers' digital literacy framework for improving farmers' digital literacy, conducting the farmers' digital literacy training and improving farmers' sense of gain and happiness in digital production and life. [Design/Methodology] Based on Maslow's Hierarchy of Needs Theory, this paper analyzes the main foreign digital literacy frameworks, takes the Global Digital Literacy Framework as the base, combines the policies and reports related digital rural construction and farmers' digital literacy, as well as the needs and characteristics of digital farmers, proposes the digital literacy framework for farmers, and interprets its connotation in detail. [Findings/Conclusion] This paper proposes a farmer-oriented digital literacy framework consisting of five dimensions namely farmer digital general literacy, farmer digital security ethics literacy, farmer digital communication literacy, farmer digital creation literacy and farmer digital problem-solving literacy and 26 secondary indexes under these five dimensions. [Originality/Value] Under the background of digital rural construction, the proposed farmers' digital literacy framework and the explanation of its connotation in this study will provide direction for the promotion of farmers' digital literacy.
