Abstract: [Purpose/Significance] Digital inclusion has become an important topic in the study of digital governance.This paper reviews the English literature on digital inclusion to provide a reference for domestic research and practice. [Design/Methodology] In this paper, 106 relevant English literatures were retrieved in the Web of Science database from 2010 to January 1,2022.Through integrating and evaluating these literatures by content analysis method, the distribution of research topics and shortcomings of these research were revealed and the future research direction was proposed. [Findings/Conclusion] The research topics of digital inclusion in English literature focus on the connotation, the influencing factors, the content and effect of practice, as well as the reflection and improvement of practice. There are some problems in the existing researches, such as oversimplified connotation, vague mechanism of occurrence, lack of effect research and insufficient operable improvement path. It is suggested that domestic research should strengthen the theoretical and empirical research on digital inclusion based on local reality from a multidisciplinary perspective. [Originality/Value] A relatively complete knowledge system of digital inclusion is proposed in this paper, providing references for the study and practice in the field of digital inclusion in China.
