Abstract: [Purpose/Significance] At present, the number of items included into China's representative list of intangible cultural heritage at all levels has reached 100,000, which embodies the most profound ethnic memory of the Chinese nation. In order to cope with the omni-directional impact of the great social transformation on the protection and inheritance of intangible cultural heritage, incorporating platform technologies such as TikTok into the scope of the policy can yield substantial policy benefits and management benefits [Design/Methodology] Using literature research, policy text analysis, data analysis, case studies and other methodologies, this research extensively examined the theoretical and practical dilemmas in the protection and inheritance of intangible cultural heritage. It also explored the positive impact of TikTok on the dissemination and inheritance of intangible cultural heritage. [Findings/Conclusion] The proposal is to expand beyond the scope of static protection of intangible cultural heritage and protection of cultural ecological zones. It aims to incorporate the technological platform-based intangible cultural heritage dissemination and inheritance projects such as TikTok into the policy scope of the government purchase of public cultural services from social forces and funding from the National Art Fund. This will involve designing a dual-track policy pathway combines both government funding and market-based business models, in order to form parallel overall policy ideas for the government's original ecological genetic protection and inheritance, and market-based intangible heritage transmission and inheritance. At the same time, it is also necessary to pay attention to the problem of "market failure" in the protection and inheritance of intangible cultural heritage caused by digital technologies such as TikTok, and to establish a balance in the policy. [Originality/Value] It provides a useful reference for China to reconstruct the reproduction mode of intangible cultural heritage, reshape the transmission and inheritance chain of intangible cultural heritage, and break through the dilemma that the inheritance of intangible cultural heritage is increasingly marginalized in the daily life of the society.
