Abstract: [Purpose/Significance] The smart construction of library management systems is an important part of the construction of smart libraries. The smart construction of library management systems in China is still in its early stages, and this paper attempts to design a smart empowerment scheme for library management systems to assist libraries in upgrading their management systems. [Design/Methodology] By adopting the case study approach, selecting 29 representative libraries as research subjects, this study sorts out the current situation and characteristics of their practices in the smart construction of management systems, and analyzes the existed problems. [Findings/Conclusion] The current smart construction of library management systems has acquired a good initial start, relying on digital intelligence technology and primary focusing on localized smartification, while there are also some problems such as a lack of integrated construction schemes, the uneven progress of construction, and limitations in hardware and software infrastructure. Based on the current situation, characteristics, and problems of smart construction, this paper proposes a smart empowerment scheme for library management systems, introducing the object, the process and the environment of empowerment. [Originality/Value] The proposed empowerment scheme helps to fill the lack of integrated construction schemes, and can offer reference for the smart construction of library management systems in the future.
