Abstract:

The construction of innovational national institution fundamentally the needs of adapts to.The adjustment of industry structure and transformation development of economy and society needs.This kind of transformation puts forward the demands of socialization information service organization oriented to knowledge innovation. Meanwhile, the internal relations between institutional change and information service system reform decides the mechanism of transformation and development of information service under innovational national institution, and the relationship between information service system transformation and value orientation is formed based on development and transformation.
