Abstract:
The theory and method of solving the problem of online opinion for government are proposed from the perspective of knowledge management. At first, the four stages of the knowledge management process of generating government workflow facing on the online opinion—context knowledge acquisition, generation、organization and operation of government workflow—are analyzed. Secondly, the government knowledge, online opinion context and knowledge map are modeled the knowledge ontology theory. At last,the Knowledge management framework of generating government workflow facing on online opinion is built based on the context and knowledge in order to improve the capacity of solving the problem of online opinion of government.
