Abstract:

Cultural poverty is the root of economic poverty. Rural libraries, which is an essential part of rural publiccultural service system in China, should make greatcontribution to the national strategy of comprehensive poverty alleviation by 2020 and the national strategy of cultural targeted poverty alleviation. Based on the working experience of the thirdparty poverty alleviation, monitoring and comprehensive assessment commissioned by the Anhui provincial government successively and field research, combining with the Public Cultural Service Guarantee Law of the People's Republic of China and the Public Library Law of the People's Republic of China, this paper expounds the significance and advantages of carrying out cultural targeted poverty alleviation in rural libraries, and analyzes the current situation of the rural libraries under the strategy of cultural targeted poverty alleviation in China. According to the main issues in the development of rural libraries, this paper puts forward some countermeasures for the implementation the cultural targeted poverty alleviation, which provides theoretical and practical guidance to promote the cultural targeted poverty alleviation and enhance farmers' cultural self-confidence.
