Abstract: [Purpose/Significance]Targeting at the decision-making needs of public emergencies, this paper builds a model of emergency decision-making consultation according to the features of think tanks so as to provide a theoretical research foundation for its function exertion.[Design/Methodology]By using the method of literature analysis and empirical observation, it demonstrated the necessity and importance of the application of evidence-based ideas in think tanks’ emergency decision-making consultation, built a model of evidence-based emergency decision-making consultation for think tanks, and proposed the key countermeasures for improving the related capacity.[Findings/Conclusion]Based on the life cycle of emergency management, the model represents the decision-making consultation activities of think tanks in three stages—emergency preparation layer, response layer and recovery layer, in which the evidence-based practice of think tanks is used as the link between each layer, and the functions of advisory advice, public communication and resource exchange of think tanks are fully exerted.[Originality/Value]From the perspective of think tank research, this paper highlights the significance of think tanks in emergency decision-making consultation, puts forward a model of evidence-based emergency decision-making consultation of think tanks for the first time, and improves the basic theoretical research of think tank emergency decision-making consultation.
