Data Collaborative Governance in Online Government Services: A Comparative Study of Eight Developed Countries

Abstract: [Purpose/Significance]"Regulations for online government services" issued by the State Council put forward new requirements for online government services, which also have influence on strategies for data governance and collaborative development in online government services. In order to meet the new requirements, it is urgent to conduct a study on relevant theories and latest development of international policies.[Design/Methodology]By literature review, this paper established a theoretical analytic framework for collaborative governance of online government service data. Then based on the proposed theoretical framework, this paper analyzed the related policy texts of eight countries from five aspects including stakeholder collaboration, technology collaboration, data collaboration, business collaboration, and service collaboration.[Findings/Conclusion]Five key components of collaborative governance approaches are identified by studying the policy contents of eight countries, which are stakeholder collaboration, technology collaboration, data collaboration, business collaboration, and service collaboration. Among them, stakeholder collaboration is guided by the concept of Whole-of-Government for the implementation of integrated services; technology collaboration is supported by the construction of shared platforms for improving service capability; data securely sharing and opening are the basis of data collaboration for service and decision innovation; business collaboration is built on digital transformation as a means to improve service efficiency; service collaboration takes public value as the core to improve inclusiveness.[Originality/Value]Systematic research is conducted on related theories and international practices of data collaborative governance in online government services so as to provide theoretical and policy support for China to grasp the international development trends and learn from the successful experience of foreign countries.
