Abstract: [Purpose/Significance] This study focuses on the review process and key aspects of current domestic philosophical and social science projects, and on the basis of analyzing their shortcomings, constructs a social recommendation-based review mechanism for philosophical and social science research projects, seeks to improve the accuracy and objectivity of project evaluation, and improve the design of such project evaluation system. [Design/Methodology] This research paper analyzes the process segments and shortcomings of domestic philosophical and social science project evaluation, and summarizes the advantages of embedding social recommendation in the review of philosophical and social science research projects; based on the functional positioning and evaluation objectives of such projects, we propose a framework for the review mechanism of social recommendation-based philosophical and social science research projects. [Findings/Conclusion] The measures for improvement designs to enhance the fairness and accuracy of philosophical and social science projects' peer review include: reasonably and scientifically using of social data for timely update and screening of review experts and embedding social recommendation application technologies such as user portraits and recommendation algorithms in the processes of project grouping and expert selection. [Originality/Value] This paper provides new ideas for optimizing the review mechanism of philosophical and social science projects and improving the efficiency, fairness and credibility of project evaluation.
