Abstract: [Purpose/significance] The aim of this paper is to systematically summarize the current practice advancement and experiences in promoting the marketization of data elements across various regions throughout China, to provide guidance for policy formulation and practical operations, and serve as an empirical basis for studies in related domains. [Design/Methodology] Based on the index system of evaluating driving force for data element marketization, an in-depth investigation is conducted to examine the ongoing practice in 31 provinces(autonomous regions and municipality)in China, from three aspects of fundamental environment, guarantee support, and implementation promotion. [Findings/Conclusion] Overall, the data element marketization in China exhibits a tiered distribution across three levels, along with significant regional characteristics. While all provinces have achieved positive results in the development of industrial environment development, institutional guarantee, technical platform construction, public data authorization and opening, as well as data circulation and trading. However, there are also challenges such as regional development imbalances, an incomplete institutional framework in the public data sector, and insufficient scale of on-market data trading. Based on these findings, this paper puts forward policy recommendations in three aspects including coordinating industrial development among regions, building a robust institutional support system, and enhancing public data supply to stimulate data circulation. [Originality/Value] This study conducts a thorough investigation on the advancement of the marketization of data elements, refines common issues, and summarizes experiences. It provides references for promoting the in-depth marketization of data elements.
