An Informetrics Study on Chinese Rural Informatization Policies

  

Abstract:

In order to understand the historic evolvement and development trends of Chinese rural informationization policies, Informetrics and content analysis methods were adopted to analyze 231 texts of Chinese rural informationization policies that have been published by the central ministries since 1980. A subject framework was constructed, including 18 firstlevel categories, 83 secondlevel categories and 432 subject terms. Then the frequency of the secondlevel categories, cooccurrence and changes over time of the firstlevel categories and the relations between issued departments and the firstlevel categories were studied. A few findings including the focus evolvement, deficiencies of the collaboration between policy departments as well as the content shortages of present policies were disclosed. Finally, some suggestions are proposed for future policy making.
