Abstract:

［Purpose/Significance］ In the context of open government movement and insufficient preparation of archives opening in China, the establishment of assessment system for archives opening readiness could help identify the obstacles in archives opening and provide a guidance for the improvement of its top-level design.
［Design/Methodology］ By drawing on the existing readiness assessment systems and using literature analysis, this study sorted out essentials and influential factors of archives opening in the context of open government so as to develop an assessment framework. Meanwhile, indicators were modified through expert survey and their weights were determined by the Delphi method. Reliability analysis was also conducted. ［Findings/Conclusion］ The validation test was conducted in sample archives and the effectiveness of the assessment system was verified. ［Originality/Value］ The readiness assessment method was used for the first time in the field of archives, which could provide a new perspective for the improvement of archives opening.
