Abstract: [Purpose/Significance]This paper aims to study the process of value co-creation of emergency intelligence service, which intends to reveal the research contents and core issues of each stage of intelligence service, and serve the value co-creation, win-win situation and ability improvement of emergency intelligence service.[Design/Methodology]Taking the COVID-19 epidemic as an example, this paper introduced the theory of service value co-creation, established a process system of value co-creation for emergency intelligence service, explored the process of data empowerment which has influence on the value co-creation of emergency intelligence service, and then constructed a process model for data empowerment to promote the improvement of emergency intelligence service capability.[Findings/Conclusion]The value co-creation of emergency intelligence service is synchronized with the process of emergency intelligence service ability improvement, which follows a spiral upward process of "demand value mining—service value emerging—service value upgrading".[Originality/Value]This paper has studied the value co-creation process of emergency intelligence service from the perspective of data empowerment, enriched the ideas of unconventional emergency governance in the digital era, and provided a new perspective for the optimization of emergency intelligence service process.
