Compliance Assessment of User Registration Agreements of Scientific Centers

Abstract: [Purpose/Significance] This paper aims to promote the construction and improvement of scientific data centers in accordance with laws and regulations by building a scientific data center user registration agreements' compliance assessment system and presenting the compliance of scientific data centers' user registration agreements. [Design/Methodology] With the use of grounded theory , user registration agreements were used as samples to establish compliance assessment points, and the results were analyzed one by one according to the compliance regulations. [Findings/Conclusion] This paper builds an assessment system which includes five first-level indicators, thirteen second-level indicators, and eighty-three third-level indicators. After the assessment, it has been found that the overall compliance rate of user registration agreements of scientific data centers is not high; in terms of compliance points, the rate of platforms' compliance with self-exemption is relatively high, and the rate of compliance with payment models and data affiliation is relatively low; in terms of platforms, the compliance level of the National Forestry and Grassland Science Data Center and the National Meteorological Science Data Center is relatively high, and the compliance level of the National Ocean Science Data Center is relatively low. In order to promote the compliance of the scientific data centers' user registration agreements, it is necessary to improve the risk forewarning mechanism, fully protect user information, establish a mechanism for data property and right, optimize the service paying model, and rebalance the rights and obligations between users and platforms. [Originality/Value] By taking the user registration agreements of scientific data centers as the research object, the system for compliance assessment of user registration agreements and the specific assessing methods have been proposed, which could provide a framework for the compliance assessment of user registration agreements in other fields.
