Abstract:

This paper argued that the New Generation of informatization measurement were facing three challenges: the challenge of theoretical and conceptual framework of measurement; the challenge of the measurement scope and depth, and the challenge of measurement methodologies. On the basis of deeply analyzing of three challenges, the paper put forward five proposals for China: to strengthen the theoretical research of New Generation of informatization measurement; to strengthen the data collection; to carry forward the study on the theory and practice of composite indicators; to strengthen the ICT impact study; to strengthen the capacity building of information technology. The paper also gave some specific implementation strategies in the reference on the international experience.
