Abstract: [Purpose/Significance] Promoting the development of information resilience to building a resilient society can enable such a society effectively cope with risks and information imbalance issues, accelerate the construction process of a resilient society, and simultaneously open up new paths for providing resilience awareness and support to the society. [Design/Methodology] Centering around the core needs for building a resilient society and grounded in addressing crisis risks, this paper conducts an in-depth analysis of the intrinsic relationship between a resilient society and information resilience. It further defines the concept of information resilience, and sorts out its constituent elements. [Findings/Conclusion] Information resilience encompasses three aspects: information institutional resilience, information technological resilience, and information governance resilience. From a theoretical perspective, this study elucidates how information resilience drives the development of a resilient society, thereby establishing a progressive chain of effects across the three stages of risk prevention and control: tolerance, resistance, and transformation. [Originality/Value] In view of the current risk situation faced by a resilient society, this paper proposes three paths: dynamic adjustment of information policies, leveraging intelligent technologies for empowerment, and investigation and correction of false information. These strategies aim to solve the practical challenges and bottlenecks in building a resilient society in China and comprehensively improving the level of information resilience of our society.
