Quantitative Research on Public Data Authorization Operation Policy Based on a Three-Dimensional Analysis Framework

Abstract: [Purpose/Significance] As an important research issue at present, the study on public data authorization operation can provide valuable references for its development by integrating relevant policies and conducting textual analysis. [Design/Methodology] This study takes 44 public data authorization operation policies at the provincial, municipal, and county-levels as the research objects, constructs a three-dimensional framework of policy instruments, policy themes, and policy effectiveness. It comprehensively utilizes methods such as NVivo, Structural Topic Modeling, and PMC Index Model to deeply explore the connotative characteristics, thematic priorities, and operational effect of the policies. [Findings/Conclusion] In response to the prominent issues currently existing in China's public data authorization operation policies, such as the unclear delineation of openable domains of public data and the policies still being in the primary stage, some policy recommendations are proposed, including collecting and fully considering the opinions of various stakeholders, defining the domains eligible for openness, clarifying the participation conditions and methods of private market entities, and improving the legal and regulatory system. [Originality/Value] By integrating multiple methods such as NVivo, Structural Topic Modeling, and PMC Index Model, this paper conducts a specialized study on public data authorization operation policies and carries out a multi-dimensional policy quantitative analysis.
