Abstract:

［Purpose/Significance］This study aims to promote the realization and increment for the value of government open data. ［Design/Methodology］According to the key points of open data platform construction, all the open data platforms in use have been investigated comprehensively, with the application of both qualitative and quantitative methods. ［Findings/Conclusion］Inadequacy in local governments' platform sharing and limited supports to data use promotion have been recognized. So countermeasures should be made and taken from the perspectives of regulation policy, standard norm and organizational structure in order to improve the capability of open data platform construction for local governments. ［Originality/Value］Comprehensive survey and evaluation of open data platforms have been conducted by the use of existing evaluation framework and theoretical foundation, which could provide reference and suggestions for the construction of local government open data platforms.
