Abstract:

To consummate our country public library service system construction, meet the demand of diversification of the public, this article combined public library service system construction with the government and social capital model (PPP model), and give an feasibility analysis and specific pattern. The study founds that it’s a inevitable choice to use PPP model if we took into account the mixed public service of the public library system. And the PPP model can solve problems such as lucking funds in the construction of public library service system. At present our country already have a good policy environment, capital environment and legal environment, there is no doubt that PPP model can be applied,and can form partnerships among government,enterprises and public libraries and finally resulted in a win-win situation. In this paper, combining the PPP mode, by defining the responsibility and advantages of the parties involved, we can have clear positioning in the process of project operation, clear responsibilities, profit sharing, risk-sharing. According to different regions, different economic development level, the structure of the organization is different, and so we need use TOT, outsourcing services, BOT, franchising and other more specific and in-depth of the PPP mode flexiblely, on the basis of cooperation mode, the PPP model applied to specific modes of the construction of public library is divided into four patterns: the joint construction mode, unified perfect cooperation, specific project cooperation, service outsourcing, different construction of public library service system can choose different mode. In the future we should summarize the experiences and make full use of the construction of the government at all levels to provide the service platform and the corresponding preferential policies and subsidies, picking the right private sector cooperation, continuing to explore the PPP mode is more widely applied to the construction of public library service system in our country and perfect.
