Abstract:

The institutional repository (IR) construction involves many policy factors, then how to coordinate them, correlate each other, and guide the IR construction is the purpose of this paper. First of all, the paper states the reason and significance of IR open access policy system in China, and defines IR open access policy system and its constituent elements. Secondly, the paper investigates and analyses the status of China’s IR policy. Then, with reference to the findings, the paper illustrates the specific contents of IR open access policy system, for instance, the national macro open access policy includes the clear IR significance, capital investment, construction standards and integration policy, the institutional support policy includes open access policy, performance evaluation, funding, technology and personnel support policy, and IR operational policy includes content, submission, usage, preservation, interest balance and service policy. At last, the paper proposes some suggestions on the formulation of IR open access policy in China.
