The Paths to Promote Government Data Openness in China: An Analysis based on the Open Data Barometer

Abstract:

The paper uncovered the present situation of government data openness in our country from the perspective of three indexes of open data barometer including readiness, implementation and impact, and summarized the existing achievements and problems by  using quantitative analysis method. The study found that only the score of the readiness index is above average, especially the CITY sub-index is outstanding, while the implementation index and impact index are still relatively backward. The datasets are barely truly open and open government data has little impact on political, social and economic development in our country. Based on the results of quantitative analysis, the paper explores two paths to promote China’s government data openness from the perspective of readiness and implementation, and calculates the expected results with index relevance. The two paths are all of practical significance and can be chosen combined with China’s national conditions. The paper uses the method of comparative analysis to make a comprehensive comparison of the two paths from the perspective of selection direction, characteristics and advantages. Finally this paper puts forward some suggestions on the further improvement of government data openness in China.
