Abstract:
This information era with disruptive technological innovation, especially the application of Cloud computing, Internet of things, Big data, Smart city and Mobile Internet, make the power of user improve rapidly. Traditional scientific and technological intelligence work is bound to reform to adapt to the rapid developing times. Through the investigation and analysis of the rise of the power of users in different fields and the investigation and analysis of the traditional scientific and technological information work, this paper finds out the gradual upgrading of the user’s information demand, the popularization of the information production and utilization, the new economic model of the users’ participation, the user becomes the backbone of information flow. The scientific and technological intelligence work is facing the challenges of the weakening resource monopoly, the lack of user sticky products ,and the inadequacy of service capacity under resources integration. And then, with a view to providing theoretical support for the reform of scientific and technological work , it puts forward some innovative countermeasures: such as ,“to take advantage of the national science and technology management information system to establish a large data center for strengthening the resource advantages”, “to build the scene of the scientific and technological information services to meet the needs of scientific and technological information users for enhancing user stickiness”, “to develop engineeringoriented intelligence theory, methods and tools to enhance the user service intelligence and efficiency”, and etc..
