Abstract: [Purpose/Significance] The aim of this study is to construct a more universal and novel content framework for artificial intelligence literacy(AIL)instruction. [Design/Methodology] We referenced globally influential AIL frameworks, reports from international organizations, international standards, policies of several leading countries(regions), China's national strategic needs, employers' demands for AI talent, academic papers, trends from globally renowned enterprises, and the content of existing AIL education courses. Through this, the composition and basis of the AIL instruction content framework were analyzed. [Findings/Conclusion] The AIL instruction content framework in China is composed of four major parts: AI cognition, AI skills, AI application, and AI ethics. [Originality/Value] Unlike similar domestic achievements that mainly derive AIL frameworks from academic papers, this study integrates global academic data from multiple sources to construct an AIL instruction content framework that is both operational and valuable for practical guidance.
