From “Element Transparency” to “Open Participation”: An Investigation on Open Peer Review Strategies

Abstract: [Purpose/Significance] A comprehensive investigation on Open Peer Review(OPR)strategies is an essential basis for assessing the feasibility of OPR, selecting an OPR strategy, etc., which can provide insights into the overall development of OPR and references for formulating OPR pathways. [Design/Methodology] Based on the analysis of connotation and process of OPR, the concept of "openness" in OPR is deconstructed, and a theoretical analytical framework in dimensions of "element transparency" and "open participation" is proposed. Based on the literature review and expanded retrieval, an OPR strategy dataset covering five types of participants is established. Through text annotation and statistical analysis, the distribution of OPR element disclosure and participant modes is explored. [Findings/Conclusion]Although current landscape of OPR strategies exhibits a diverse and multidimensional development trend, most participants tend to adopt conservative strategies. The application of OPR strategies varies among different participants due to the differences in resource endowments, trade-off between the commercial and public pursuing, etc. It is recommended to optimize OPR application strategies by strengthening the formulation of policies and providing regulatory guidance, establishing transformation pathways aligning with the positioning of different participants, and exploring multi-agent collaborative mechanism. [Originality/Value] A comprehensive OPR strategy dataset covering diverse participants is constructed, along with a theoretical analytical framework in dimensions of "element transparency" and "open participation". An exploration of OPR strategies among different participants is conducted, providing insights into the overall development of OPR and serving as a reference for OPR strategy selection.
