Abstract: [Purpose/Significance] This study aims to examine the public's willingness to accept facial recognition technology under different contexts and identify the key influencing factors, and delineate the distinct pathways through which these factors operate, providing a reference for the context-based regulation of the reasonable application of facial recognition technology. [Design/Methodology] Guided by Privacy Calculus Theory and Information Boundary Theory, this paper identifies five influencing factors: environment, personality, trust, benefit and risk. It constructs a theoretical model, proposes research hypotheses ,and designs two types of questionnaires to verify the public's acceptance willingness of facial recognition technology in both governmental and commercial contexts. [Findings/Conclusion] This study identifies the relationship among innovation intention, digital trust, convenience, privacy risks and the willingness to accept facial recognition in different contexts. There is a significant differences in the public's behavioral intentions toward the use of facial recognition technology in governmental and commercial contexts. This indicates that relevant institutions and enterprises should not arbitrarily expand users' privacy boundaries on the grounds of convenience. Instead, they should further enhance users' digital trust and promote technological innovation and development. [Originality/Value] From the perspective of contextual privacy boundaries, this article explains the underlying background and practical factors that influence public acceptance of facial recognition technology in government and business environments, providing references for relevant practical activities and the formulation of norms.
