Abstract: [Purpose/Significance] Data governance is emerging as a critical initiative for unlocking the value of data as an economic factor. Exploring the synergies between policy practice and theoretical research in data governance oriented to multiple scenarios can help bridge the gaps in policy and theory synergy, thereby enhancing the effectiveness of data governance. [Design/Methodology] From the perspective of "policy-theory" synergy, this study introduces the social-technical system theory and employs meta-ethnography along with DEMATEL methods to identify the key elements in multiple scenario-oriented data governance research. It takes these elements as nodes to conduct qualitative analysis on relevant policy texts, calculates the synergies by assessing the divergence between policy focus and theoretical research, and conducts synergies analysis from the perspectives of policy instrument types and temporal evolution stages. [Findings/Conclusion] Related theoretical research highlights nine core areas of concern, including data governance requirements, data governance planning, and data infrastructure, etc. Regarding synergy, from the perspective of policy instrument types, technological and personnel supply-type tools require sustained attention, whereas demand-type and environmental-type tools are underutilized and their structure needs to be optimized. From the perspective of the evolution of time stages, an overall trend of increasing synergy is observed, with the lag of theoretical research behind policy practice gradually diminishing over time, but this trend is primarily observed in elements received relatively limited theoretical attention in the early stages. [Originality/Value] This study enriches the theoretical framework of Sociotechnical System Theory and expands the research scope of synergies between policy and theory in data governance, offering valuable insights for developing optimized strategies for multiple scenario-oriented policy and theory synergy.
