Accelerating the Construction of an Independent Knowledge System for Information Resources Managemen Discipline in China Under the "Two Integrations"

Abstract: [Purpose/Significance] The escalating global competition for digital sovereignty and the accelerated pace of China's modernization process have created an urgent need to build an independent knowledge system for the discipline of information resources management. This paper aims to explore how to establish the autonomy of disciplinary development in order to achieve academic independence and strategic empowerment. [Design/Methodology] Guided by the spirit of General Secretary Xi Jinping's important speech at the Symposium on Philosophy and Social Sciences Work, this paper adheres to the fundamental principle of the "Two Integrations". It establishes a research paradigm guided by Marxism and starting from China's realities, and systematically plans a collaborative construction path integrating the disciplinary system, academic system, and discourse system. [Findings/Conclusion] This paper proposes that the construction of an independent knowledge system for the discipline of information resources management in China should focus on three levels. In terms of the disciplinary system level, a collaboratively evolving digital and intelligent layout should be constructed through the in-depth integration of secondary disciplines. In terms of the academic system level, original theories serving national strategies such as data element governance should be developed by integrating historical materialism and traditional wisdom. In terms of the discourse system level, academic terminology needs to be standardized and international interpretation strengthened, so as to reshape an academic brand with Chinese characteristics. Ultimately, a comprehensive development model encompassing system construction, practical implementation and cultural cultivation will be formed. [Originality/Value] This paper proposes an independent theoretical framework under the principle of the "Two Integrations". The paper not only provides theoretical support for enhancing the academic leadership of information resources management discipline in China, but also provides a path reference for demonstrating China's academic autonomy and enhancing the country's cultural soft power in the global digital governance landscape.
