Abstract: [Purpose/Significance] The purpose of this paper is to identify key factors that affect the availability of scientific data, which can help improve the efficiency of the open sharing of scientific data. [Design/Methodology] By adopting the grounded theory method, this article conducted in-depth interviews with 26 interviewees, identified the influencing factors of data availability in the process of scientific data open sharing, and constructed a framework model of influencing factors. [Findings/Conclusion] The availability of scientific data is influenced by three dimensions: the data itself, stakeholders, and the environment. Data serves as the foundation, encompassing aspects such as data quality and management. Stakeholders play a crucial role, including data producers, users, and other relevant parties. The environment acts as a guarantee through social context, policies and regulations, as well as technological tools. On this basis, several suggestions are proposed to enhance the scientific data availability in open sharing: establishing sound policies and regulations related to scientific data; Strengthening process management for sharing and reuse of scientific data; reinforcing education and training of data skills. [Originality/Value] This article systematically explores the factors that affect the availability of scientific data and their guarantee mechanisms, and provides reference solutions for related entities to enhance their scientific data management capabilities and improve the service efficiency of open sharing of scientific data.
