公众期望视角下突发公共卫生事件信息公开质量研究

摘要: [目的/意义]旨在分析突发公共卫生事件中信息公开质量的公众期望维度和层次特征,提出质量优化策略,更好地应对不确定性环境。[研究设计/方法]基于信息公开质量与公众期望在本质上的可通约性,构建了突发公共卫生事件情境下的信息公开质量公众期望潜在指标,采用Kano模型结构量表、因子分析和Better-Worse系数分析对信息公开质量公众期望的维度和层次特征进行分析。[结论/发现]突发公共卫生事件信息公开质量公众期望潜在指标中的22个指标可有效表征公众期望,这些指标分为可用性、可获取性与可信性三个维度,且分属于不同层次;基于公众期望层次与维度的分析,构建了突发公共卫生事件信息公开质量公众期望“维度*层次”模型,提出了突发公共卫生事件信息公开质量“M→O→A→I”优化路径及相应策略。[创新/价值]聚焦于公众期望视角,将Kano模型应用于公众期望研究,并将期望的维度与层次相结合,为突发公共卫生事件信息公开质量提供理论支持与实践指导。

Abstract: [Purpose/Significance] The aim of this study is to examine the dimensions and hierarchical characteristics of public expectations regarding the quality of information disclosure in public health emergencies, and to propose strategies for optimizing quality to better address the uncertain environment. [Design/Methodology] Based on the intrinsic commensurability between the information disclosure quality and its public expectation, this study identified potential indicators of public expectation of information disclosure quality in the context of public health emergencies. Then it collected questionnaire data via Kano model structure scale, employed factor analysis and Better-Worse coefficient analysis to reveal the dimensional and hierarchical features of public expectations for information disclosure quality. [Findings/Conclusion] The 22 potential indicators of public expectation of information disclosure quality that are capable of effectively characterizing the public expectation can be divided into three dimensions including usability, accessibility and credibility, which belong to different hierarchies of public expectation. According to the results, the "dimension-hierarchy" model of the public expectation of information disclosure quality is constructed. Finally, based on the model, an optimization path of "M→O→A→I" for the information disclosure quality in public health emergencies is put forward. [Originality/Value] This research focus on the perspective of public expectation, and apply the Kano model to the study of public expectation and combine dimension and hierarchy of expectation, which helps to provide theoretical support and practical guidance for optimizing the quality of public health emergency information disclosure.
