Preliminary Exploration on the Establishment of Standardized Control Points for Public Data Authorized Operation

Abstract: [Purpose/Significance] The strategic placement of standardized control points for public data authorization and operations is of critical importance for determining the main entities' responsibilities,preventing illegal and monopolistic authorizations, and maintaining the order of innovation and competitive in the digital economy market. This research is conducive to coordinating the authorization and utilization of public data across regions and facilitating the participation of multi-stakeholders in the review, evaluation, and regulatory processes. [Design/Methodology] This paper first conducts a study of 47 local public data authorized operation policies to extract the main entity elements and activity elements of public data authorized operation. Based on these general elements, standardized control points are set according to the requirements in current standards. The standardized control points are then validated based on the relevant policies of typical practice cities recommended by the Big Data Technology Standards Promotion Committee of the China Communications Standards Association. [Findings/Conclusion] A total of 46 control points for the responsibilities of the main entities and 39 control points for activity requirements are summarized and established, demonstrating high robustness. [Originality/Value] This research conducts a preliminary exploration on the establishment of standardized control points for public data authorized operation, bridging the gap between the proposal and implementation of authorized operation policies and providing a solution to mitigate unauthorized authorization.
