Analysis of Mechanism of Scenario-Driven Valorization of Data Elements

Abstract: [Purpose/Significance] This paper aims to investigate the mechanism through which application scenarios facilitate data element valorization, elucidate the intrinsic logical key points of the matching between specific scenarios and data element valorization, and provide actionable insights to accelerate the release of the value of data elements. [Design/Methodology] A coding analysis was conducted on 198 cases from the 2024 "Data Element×" Excellent Project Case Collection and the "Data Element×" Typical Cases(First to third batches)to construct an "internal integration-external drive" mechanism model for data factor valorization driven by context. [Findings/Conclusion] The mechanism through which the scenarios drive the data factor valorization comprises two components: internal integration and external drive. Specifically, scenarios are first embedded into four key stages: data collection, organization, circulation, and utilization, and then promote data factor valorization through a coordinated process that is demand-oriented, technology-enabled, collaboration-centered, and platform-supported. [Originality/Value] In addition to examining the "application attributes" of the scenarios, this study places more emphasis on their "instrumental attributes", exploring how scenarios function through an "internal integration- external driving" mechanism in the process of data factor valorization.
