大数据资源规划研究框架的构建

摘要:

大数据资源规划是组织和国家管理大数据资源初期解决“如何开始,从哪里开始”的关键环节。基于对国内外大数据资源规划研究进展的系统梳理,本文从实践视角和理论视角对大数据资源规划研究进行了科学定位,并结合战略规划理论与信息资源规划理论,从宏观、中观和微观三个层面构建了大数据资源规划的研究框架。通过研究,得出如下结论:①大数据应用尚处在起步阶段,在此阶段研究大数据资源规划具有现实意义;②国内外学者已经着手研究大数据资源管理与规划,但研究视角有所差异,研究内容尚未系统化;③大数据资源、大数据资源管理需要从广义和狭义明晰地界定;④战略规划与信息资源规划理论都经历一个从微观到宏观的发展历程,为大数据资源规划研究提供了理论参考;⑤需要从国家、领域、组织三个视角构建大数据资源规划的研究框架,探索其研究的共性与个性问题。

Abstract:

Big data resources planning is the key for organization and country to solve the problem of how and where to start in the beginning period of managing big data resources. Based on the review of research progress in the big data planning at home and abroad, this paper carry out a scientific orientation for big data resources planning research from the practical and theoretical perspective, and then construct the big data resources planning research framework from the macro, meso and micro level combined with strategic planning theory and information resource planning theory. Through the study, the following conclusions can be drawn: 1) Deploying big data is still in the initial stage, and it is of great practical significance to study big data resource planning at this stage. 2) The research perspective of big data management and planning vary from domestic scholars to foreign scholars, and the research content has not been systematized. 3)The concepts of big data resources, big data resources management need to be clearly defined from both broad sense and narrow sense. 4) Strategic planning and information resource planning theory have both gone through a microto macrodevelopment process, and they provide theoretical reference for big  data resource planning. 5) It is necessary to construct the research framework of big data resources planning from three perspectives: national, domanial and organizational, and to explore the common and individual problems of their research.
